On 1 January 2014, amendments to Cabinet Regulation No. 60 of 20 January 2009, Regulations Regarding Mandatory Requirements for Medical Institutions and their Bodies (hereinafter - Regulations No 60) come into force.
The Health Inspectorate draws attention to significant changes in the regulatory framework regarding mandatory requirements for medical treatment institutions and their departments (hereinafter - the Authority):
1. specify the deployment of the Authority and the need to comply with the requirements laid down in the regulatory enactments governing construction and in Regulation No 60 in order to ensure the availability of the environment (paragraph 3 of Regulation No 60);
2. Institutions registered in the Register of Medical Treatment Institutions by 1 January 2014 which do not have access to the environment for persons with disabilities shall ensure:
2.1. the possibility for persons with functional disabilities to receive health care services in conformity with approved medical technologies;
2.2. Information confirmed by the head of the Authority on the possibility for persons with disabilities to receive health services provided by the Authority. . The information shall include a brief, patient-friendly explanation of the possibility, location and type of healthcare services provided by the institution for persons with disabilities, contacts for additional information and the listing of medical treatment facilities where it is possible to receive healthcare services which are not available in the relevant Authority for persons with functional disabilities (Regulation No 60, paragraph 4).
3. Health centres and hospital medical treatment establishments must ensure:
3.1. the possibility for persons with functional disabilities to enter the Authority independently;
3.2. that at least one toilet room is available for persons with disabilities:
- in health centres, in a building providing a health service to persons with disabilities;
- in hospital medical treatment establishments - every floor where a health care service is provided for persons with functional disabilities (Regulation No 60, paragraph 4.3).
4. The Authority should place information on its website on ensuring access to health services and the environment. Institutions which are already in operation and which do not have access to the environment for persons with functional disabilities should also include on the website information approved by the head of the Authority on the arrangements whereby the Authority provides the possibility for persons with functional disabilities to receive health services provided by the Authority (point 4 ¹ of Regulation No 60).
