A natural person who has obtained the education and professional qualification of a sister (nurse).
The Health Inspectorate shall ensure the receipt, examination, processing and further development of applications for a European Professional Card (hereinafter - EPC) in the regulated nursing profession.
The EPC is an electronic document equivalent to the decision on the recognition of professional qualifications. The EPC may be applied for by EU citizens who have the right to pursue a professional activity or have obtained a professional qualification in another EU Member State.

Benefits of the European Professional Card:
• the authorities of your country of origin will help you prepare your application and check that it is correct and complete. They will also certify the authenticity and validity of your documents.
• When preparing future submissions, you will not have to load the documents up again.
• if the responsible authorities of the host country do not review your application within the time limit, the qualification will be recognised automatically and you will be able to create an EPC certificate in your online account.
EPC Extradition Procedure
Health Inspectorate, as the competent authority of the applicant's home Member State:
• upon receipt of the applicant's EPC application in the Internal Market Information System (hereinafter - IMI), acknowledge receipt of the application within one week, verify the completeness of the set of documents and, inform the applicant of the missing documents (if any) and of the payment;
• within one month after receipt of all the missing documents, check the conformity of the documents submitted by the applicant with the requirements specified in the regulatory enactments of the Republic of Latvia and certify authenticity and validity, send the EPC application to the competent authority of the receiving State.
The Health Inspectorate, as the competent authority of the host Member State, upon receipt of the applicant's EPC application in IMI, shall, within one week, check the completeness and compliance of the entire set of documents with the requirements specified in the regulatory enactments of the Republic of Latvia, if necessary, request the competent authority of the country in which the applicant has the right to pursue professional activities in the profession of the sister, and the applicant to submit a missing the documents and shall inform the applicant of the payment:
1) within one month, after receipt of all the missing documents, issue:
• an EPC card for the provision of short-term services,
• the EPC for continued professional activity,
• extend the validity of the EPC to a temporary professional service;
2) within a period of two months when it is necessary to apply an adaptation period or a knowledge test.
In cases where the Health Inspectorate has not taken a decision on the performance of a qualification test for a short-term service provider within a period of two months, the IMI system will automatically issue an EPC recorded by the Health Inspectorate in the IMI system as equivalent to the EPC issued by the Health Inspectorate.
The EPC shall be valid for:
• for an indefinite period of time, if the applicant wants to stay in the new country for a permanent life,
• 12 months if the applicant provides services on a temporary basis.
Process description
Service requests
In order to apply for an EPC, the applicant must complete the application form in IMI (the European Professional Card Platform).
The applicant shall provide the following information in the EPC application:
1. Identity of the applicant (document certifying the nationality of the person)
2. the evidence of professional qualifications of the person concerned, which makes it possible to apply for the profession of the sister;
3. the Member State in which the applicant intends to pursue a permanent professional activity or the Member State in which the applicant intends to provide temporary services;
4. the Member State in which the applicant has legal status for carrying out the professional activities of his sister at the time of application;
5. the objectives of the intended professional activity: for the permanent or temporary pursuit of professional activity;
6. for continuous professional activity, one of the modes selected: 6.1. automatic recognition system in accordance with Chapter III of Title III of Directive 2005/36/EC,
6.2.vis the rest of the recognition system in accordance with Chapter I of Title III of Directive 2005/36/EC;
7. for short-term professional activity, one of the selected modes:
7.1. the free provision of services by prior verification of qualifications in accordance with Article 7(4) of Directive 2005/36/EC,
7.2. the free provision of services without prior verification of qualifications in accordance with Article 7(4) of Directive 2005/36/EC;
8. a statement by the competent authority of the country of origin certifying that:
• the education and professional qualifications obtained in the country of origin comply with all conditions for working in the nursing profession in the country of origin (Part A, point 1(c)), and
• the pursuit of professional activities in the nursing profession (Part A (1) (d) and A (2) (g) shall not be prohibited.
Fees for processing an EPC application:
• for a person who has obtained an education and professional qualification in the Republic of Latvia, as well as from a person who has recognised professional qualifications in the Republic of Latvia and who qualifies for the receipt of a European professional card for permanent professional activity or for the provision of temporary services in another European Union or European Economic Area country, EUR 80;
• for a person who has obtained an education and professional qualification in another European Union or European Economic Area State and who applies for the receipt of a European professional card for permanent professional activity or for the provision of short-term services in the regulated profession of his sister in the Republic of Latvia, EUR 240.
Receipt of services
The Health Inspectorate shall send the EPC application by the competent authority of the applicant's home Member State to the competent authority of the host country in the profile established on the EPC platform.
The Health Inspectorate, as the competent authority of the host Member State, after taking a decision regarding the recognition of professional qualifications in the Republic of Latvia, shall inform the applicant:
1) electronically, to the electronic mail address indicated in the application;
2) by post to the address indicated in the application;
3) in person - in the Health Inspectorate, during the specified working time.
